Hong Kong-Central Asia Delegation Visit: Key Insights and Opportunities

The visit aimed to deepen economic ties between Central Asia, Hong Kong, and mainland China, forging fresh opportunities for cooperation under the Belt and Road Initiative.

The delegation was led by Chief Executive of the HKSAR, John Lee, and took place from May 31 to June 5, 2026.

A total of 96 bilateral memoranda of understanding and agreements were reached, including 15 government-level cooperation documents with Kazakhstan and Uzbekistan respectively.

The agreements range from the service sector to heavy industries such as mining and infrastructure development.

Kazakhstan is Hong Kong's largest trading partner in Central Asia, an important commercial and logistics hub connecting China and Europe, and the place where the Belt and Road Initiative was first proposed.

Hong Kong acts as a functional platform for the Belt and Road Initiative, serving as a super connector and super value-adder, promoting broader and deeper cooperation between regions.

Under this principle, Hong Kong has its own economic, social, legal, and judicial systems, is the only common law jurisdiction in China, has its own currency with no capital or foreign exchange controls, and is a separate customs territory.

Hong Kong can contribute as a gateway to global capital, a gateway to the Chinese Mainland and the Greater Bay Area, and as a partner in talent and technology.

On June 10-11, Chief Executive John Lee welcomed Kazakhstan's Deputy Prime Minister Kanat Bozumbayev to Hong Kong and attended the Alatau City Investment Round Table.
