The DIBC is a collaborative initiative established by the U.S. Department of War's WIRE directorate to advance secure, innovative, and resilient solutions for the defense industrial base. It operates through an Other Transaction Agreement (OTA) for rapid research, prototyping, and collaboration.

The Company joined to contribute to secure and resilient North American critical-mineral supply chains for titanium, vanadium, and phosphate, which have strategic defense applications. Membership allows participation in research, technical discussions, and collaborative projects.

Membership enables the Company to engage in technical collaboration, supply-chain discussions, and potential future critical-mineral opportunities. It also provides access to research, prototyping teaming opportunities, and work with government and non-traditional contractors.

The DIBC is managed by Advanced Technology International (ATI), which serves as the consortium manager.

No, membership does not imply U.S. Government endorsement, project approval, funding, or any contract or agreement award.

The DIBC OTA has a 10-year period of performance with no funding ceiling, overseen by the Office of the Assistant Secretary of War for Industrial Base Policy's WIRE directorate.
