The summit aims to bring together civil society and government participants to discuss collaboration and participation in preventing and responding to violence against women (VAW) in Kyrgyzstan, based on findings from a comprehensive needs assessment.
The international non-profit Footage and Kyrgyz NGO El Agartuu have been collaborating since November 2024 on a needs assessment to support Kyrgyzstan's National Action Plan II on Women, Peace, and Security (WPS) and policies improving government-civil society collaboration.
The assessment found that mental abuse is the most prevalent form of VAW, followed by physical abuse and financial control, usually occurring within families. It also revealed low trust in police and government institutions, with survivors expressing greater confidence in community-based networks and NGOs.
73% of survivors report poor mental health needing psychosocial support, 44% avoid seeking help due to stigma or mistrust, and 70% of government staff have never received formal VAW training.
Priority needs include safe shelter, legal support, and access to transparent information for survivors of violence.
The assessment gathered evidence from 108 participants from all 7 regions of Kyrgyzstan, including 73 government/service providers, 18 NGO representatives, and 17 survivors, making it the largest, most inclusive cross-sector VAW study in Kyrgyzstan in a decade.
An online advocacy workshop on December 3rd examined steps to address VAW with a focus on men's engagement in solutions and shared Footage's participatory, skills-based methodology for improving collaboration across institutions.
This work supports Kyrgyzstan's National Action Plan II on Women, Peace, and Security (WPS), the UN Sustainable Development Goals, and efforts to strengthen collaboration, coordination, participation and communication across the national VAW response system.
